I say no. The bottom port is eliminated to cause it to not kick up so much dust when firing. It /might/ have some effect on muzzle rise, but I doubt it. A crowned muzzle AR doesn't kick up that much anyway.
Apparently this is being taught in some military circles, but I am not sure where it came from. Maybe someone had the wish to get their birdcage ATF-certified as a brake, and hence post-ban.
For the A2 cage to be an effective compensator it would require the front face to be closed in having a small opening for the bullet to pass through. At the instance the bullet passes through the opening, the gasses behind the bullet would be forced out through the slots, dampening recoil.
