Akkar Churchill 612 won't load shell past extractor

I'm working on an Akkar Churchill for a friend, when you load a shell from the mag, it gets jammed at about 15° upwards and won't go in the chamber, seemingly catching on the extractor. If I pull the extractor outwards with my fingernail, the shell moves into place. The extractor was sharp so I filed the sharp edges and saw some improvement but it's still not loading properly.
Anyone have this issue with this gun or the similar 870s or CZ 612s? And what to do to correct it
