Ammo explodes... proper permits?

What permits do you think they are talking about? I didnt think that we had to have anything for keeping ammo...

Two backyard sheds and a metal container in which ammunition was stored caught fire and exploded Sunday in a Reseda neighborhood, forcing the evacuation of nearby homes, authorities said.

The fire and explosion were reported at 8:43 a.m. in the 19200 block of Ingomar Street. It took firefighters about 90 minutes to extinguish the blaze. No injuries were reported.

Crews had to douse the flames from about 50 feet away because ammunition continued to go off, said Los Angeles Fire Department spokeswoman D'Lisa Davies. According to arriving firefighters, Davies said, it "sounded like thousands of rounds were going off."

Five homes were evacuated. Davies said that the sheds and the container were a short distance from a single-family home and that the owner was on the scene and cooperating with authorities.

Davies said firefighters were unsure whether the ammunition was in the container or the sheds. The Los Angeles Police Department's bomb squad went to the scene to determine when it was safe for residents to return.

Authorities said it appeared that the owner of the residence and the outbuildings had the proper permits and was not expected to be arrested.
 
Hard to know if there's really some sort of permit system in LA or if it's just ignorance on the part of the writer of the article. Many people "know" that anything to do with guns requires a permit.

You don't living in Texas. I have read in the past about California regulations around this, but I can't remember the specifics.

Seems like there were Fire codes mentioned in past threads.
 
Update:

Thread on Calguns says the guy was a licensed ammo dealer specializing in obscure and hard to find calibers and licensed reloader. Many of the posters seem to know him from area gun shows.

They are saying he had 4 shipping containers full of ammo. Ouch.

So, that may be where the wording in the news article comes from regarding permits etc.

They are also saying that since he's "in the business" the local media isn't making too much of it.
 
The owner of the property must acquire permits for detached permanent storage sheds, storage containers, and shipping containers in a residential zone. Requirements for permits or approvals are found in both zoning codes and building codes regardless of what you store inside.

Take a look at the text in the article. It is indeed poorly worded, but it says
the owner of the residence and the outbuildings had the proper permits
