I don't think it's all that offensive, but I don't agree with it either.
As I understand it, large number of the "moral waivers", at least in the Marines, are for folks who did some drugs at some point in their life. I have no problem with the military taking in folks who used to smoke weed in the past, but no longer do so. Same for youthful petty crime, provided we're talking nonviolent crime with a reasonable expectation that the enlistee wants to reform himself.
Though a lot of folks I knew in the military thought that a military-type national service requirement could be a great bonding/levelling experience for Americans, almost none wanted to actually serve in combat with some surly drafted 7-11 clerk from Indianapolis.
