COMMENT: Those original predictions from 'the Legislature' were from a Democrat-controlled Senate Committee 'study'. It was part of the "blood in the streets" campaign by the antigunners.
As for "no lawful and justifiable uses...:" There are politics at work here, too--at least one poster here used his CCW pistol on the way to work one a.m., and it went unreported in the annual police report or by the news, despite his reporting the incident promptly to Minneapolis Police.
I know some people don't report for fear of publicity. But, it appears the major problem is that the LE agencies don't do the stats--partly out of time and cost, and partly out of the latest antigunner perspective.

Minnesota: The land of 42,000 gun permits
The figure is much less than initially predicted. More than 19,000 of them were issued in the Twin Cities area.

More than 42,000 people are licensed to carry handguns in public in Minnesota, 19,147 of them in the seven-county Twin Cities area, the state Department of Public Safety reported Thursday. The total represents more than 1 percent of adults in the state. But it falls far short of legislative estimates that 90,000 permits would be issued within three years of enactment of the 2003 law that made permits available to Minnesotans 21 and older who get handgun training and pass a background check.
Since passage of the law, which overturned a system that gave police chiefs and sheriffs wide discretion to deny permits, the number of permits has more than tripled. The increase has been even more marked in the Twin Cities area, where law enforcement officials previously kept a tight rein on permits.
Hennepin County, the state's most populous, now has the most licensees: 6,612, up from 474 at the end of 2002. Next is St. Louis County with 3,462, followed by the metro counties of Anoka, Ramsey, Dakota, Washington and Scott.
The county with the fewest permits? Rock, in Minnesota's southwest corner, with 17. In Hennepin County, by contrast, 1,142 five-year permits were issued in 2006; 33 applicants were denied.
Statewide, 9,064 permits were granted last year, 177 were denied and 13 were suspended, revoked or canceled. The most common reason for denial -- invoked 147 times last year -- was a finding that the applicant was a danger to himself or to others. Other reasons included convictions involving violence or drugs and commitment for mental illness.
The annual report also counts "the lawful and justifiable uses of firearms by permit holders ... to the extent known or determinable."
The tally for 2006: zero.
