The police have highlighted that the Olympic BBM .380 calibre blank firing revolver (all variants) is now a prohibited weapon due to recent forensic tests and their prevalence in crime. The Association of Chief Police Officers (ACPO) have organised an amnesty for as many of these imitations to be handed in as possible, regardless of whether they have been converted by criminals or remain unconverted for legitimate use.

The decision to act in this way was initiated by ACPO with full support from BASC, The Gun Trade Association (GTA) and the British Shooting Sports Council (BSSC) and it is evidence led. These imitations have not just been used as a means to intimidate others they have been used in crime in a converted state. We have to act to protect public safety.:mad:

What is an amnesty?
An amnesty is an official call for people to hand in specified items that shouldn’t be in possession of the public, without fear of prosecution. Normally it would be an absolute offence to possess an unlicensed or prohibited firearm. Usually when a person wishes to hand in a firearm that has been found etc, this does not always mean they can do so without being reported for an offence; however, during an amnesty, the Government agree not to prosecute people who hand in the specified items.

Does this amnesty cover all blank firing imitations?
Naturally BASC members may be concerned that other imitations might be caught by this amnesty; however this amnesty has been based on scientific analysis of the .380 calibre Olympic BBM imitation revolver and their prevalence in crime.

Will other types of blank firing imitation be banned in the future?
There are no current plans to deal with other types of blank firing imitations in this manner, but this does not mean that other blank firing imitations currently held by people remain legal. Any imitation firearm capable of being readily converted, as defined by the 1982 Firearms Act, is illegal whether it has actually been converted or not. Imitations have been sold over many years in various different specifications and each case has to be looked at on its merits.

What about the Olympic 6 .22 calibre revolver?
This amnesty is complicated by the fact that the .380 calibre Olympic BBM revolver has a cousin in the format of the ‘Olympic 6’ .22 calibre revolver, which is very similar in looks to the .380 calibre version and is used by the vast majority of dog trainers in the UK. The .22 BBM revolver variant is not subject to the Amnesty. To tell the difference the .380 calibre blank is a centre fire cartridge and the revolver holds 5 shots. The .22 is rim-fire ignition and holds 6 shots.

These slimeballs in the BASC are two-faced:they campaigning to get back pistols,then they support a campaign to ban this revolver...:confused::scrutiny::barf:.ive just sent them 'a nice reply' for them to read tomorrow.:evil:
 
Sorry to hear, but the problem is not in why this on and not that one. The problem is that the people are letting the government do this to them at all.

The UK is fast becoming worse than the old DDR or USSR as far as personal freedoms.
 
By watching the U.K. teeeveee series, "MI 5," or "Spooks," which takes place in England, it appears that just about anyone and everyone in the U.K. who wants to obtain a handgun, has no problem getting one. (Of course, the only non-police who have them are always the evil bad guys and gals whom the MI-5 people must thwart to save the U.K. :) )

^ Yeah, a flaw in the logic is that a registration or licensing scheme will keep criminals from possessing them...... That's like saying here in the States that since drugs are illegal, you can’t get them. Or during prohibition alcohol was un-obtainable. Or better yet, nobody speeds (Certainly no one here:uhoh:)

From my limited knowledge from this side of the Atlantic, UK gun laws have been creeping along getting worse and worse. It's the classic example of the slippery slope. You have to quit arguing the lesser of two evils and simply say, "NO MORE!"

I truly wish this would get turned around; freedom needs some more friends in this world.

Wait, I thought this was just a temporary thing for the Olympics. Did they make the reinstatement permanent?
 
It must be remembered that in the UK residents are not citizens, they are Subjects and subjected to oppression (for thier own safety).
Yanks have yet to learn that they are Subjects In Healthy Training Situations.
Once americans realise that they are in the S.H.I.T.S. life will be much easier (for thier masters).
 
Wait, so, basically just a organization of police chiefs decided it was illegal, and, they have the power to make it so? Maybe I misread it, but, if that IS the case, I'm really rather glad our police chiefs dont have that power.

If David Camerons Conserative Party get in,then N0.2 of the Firearm Ammendment Act 1997,will be abolished permanently,but the pistols will remain,in the designated 'pistol approved' gun clubs,unless another permit,which is issued by the police,is granted,for their removal...eg taking it abroad to compete,another club,if moving away,from the area,immigrating to another country(Not a bad idea now:),etc.
I think that the BASC have collaborated,in order to get the ACPOs backing,as they are very influential,in terms of convincing polititions-but legitimate users will be affected by it& no solution,such as a license,has been thought of-which means that these arrogant *****,& a very desperate Labour party,want to stay in power,as the election day,is very soon.

Given the odds are greatly against us,it preserves our rights to some degree.The re-enactment&theatre people,will soon demand a licensing scheme,as they require blank guns&hiring real ones,is alot of hassle&is expensive too.By the way a police cheif signed the Dunblane killers license renewal,against the wishes of his fellow officers&guess what several kids&their teacher died,as a result of this.Then they banned cartridge-handguns.Even the antis,who hate the legitimate gun-users,have agreed that replica guns,should be licensed.

Our NRA was once ineffective because of the leadership but it got turned around many years ago (1977) and has since made great progress in restoring government recognition of our Second Amendment Right to Keep and Bear Arms.

It has taken many years to get these Rights recognized, and we still have more work to do.

I understand that you British have firearms organizations which are in some ways similar to our NRA. Perhaps those of you who favor the Right to (At Least) Keep (and Bear?) Arms should get together to support one of these en masse in order for it to have enough political power to affect Parliament.

It will probably take an organization many years in the UK but it’s worth fighting for although you’ll likely never get to the freedoms level of the USA.

Legislators are politicians, not statesmen, and will acknowledge only numbers to get them elected—you need numbers.

Get those numbers!

While I feel deep sorrow for the position the UK gun owners are in, I beg to differ on the above comment. Those kids and their teacher did not die because a police chief signed a paper. They died because some deranged man wanted to kill people. Although I can't quote any sources other than mentionings by the NRA, reports of violent crime (including knives and guns) in the UK has risen to great heights. I just recently read that the traditional pint glass in the UK is now being redesigned so that it's not so breakable (according to the BBC: Nearly 87,000 injuries are caused by glass attacks each year in England and Wales, according to the Home Office. Many more are hurt as a result of accidents). I leave you with this link about a killing spree of 28 children wounded and IIRC two dead in a land where guns are very difficult to obtain; China. Since a gun was probably not available to him, he used an edged weapon. People who want to kill other people they will do just that, regardless of whether their papers are in order.

Something is better than nothing. If you can get licensing you will have at least temporarily stopped the bleeding on one (narrow, sad ;) ) front.

Someday maybe the tide will turn and you can start an incremental comeback. Beats going all-or-nothing and getting nothing.

I totally agree with that statement.At one time I thought Americas blank-guns restrictions were bad,during the years before 2003,when the first replica gun-grab occured.Now the tide has turned on us,here :fire::banghead:.

Yes,thats probably true of the BASC&BASSC,as they were certainly ineffective at preventing the gun-grabbers from grabbing semi-auto centerfirers,short pump/semi-shotguns,etc in 1989 &again in 1997,with handguns,too.The firearms legislation is complex&requires new legislation to be drafted in,by the powers that be&the ACPO,won't ammend things-because deep down they are anti-gun&intolerant bigots.Note,that the ACPOs selection board&eligability to become a police cheif,in any force,is very political.If a cop doesn't play ball,then he or she,might not make it there.A DI(Detective Inspector:)in the British Transport Police,nicknamed the ACPOs as 'the Cambridge boys' and seriously distrusted them,as they weren't real cops,but polititions in dress uniforms.

The Olympic .380 has been featuring in crime for some years now. The criminals are moving their efforts from one item to the next as availability changes. After the ban on Brocock’s and other items, cheap guns have been hard to come by. The Olympic .380 was the next best thing. It is the criminals you have to blame not the police. Manufacturers can only do so much to restrict the convertibility factor of such items. Please rest assured that we have seen the evidence and the forensic reports showing how easily these are converted and we support this move. I am sure you will agree, if one life is saved it is a good thing, even if legitimate owners loose out. What is a shame, and we tried all avenues to lessen the impact, was to get a buy in scheme set up, but the government refused.



The fact they can be converted makes them illegal under the 1982 Firearms Act regardless of whether BASC had any involvement or not. To not be involved in this action would have made the situation worse and we would not have had a voice in how ACPO dealt with those who legitimately hold these items.



The 1982 Act basically says that if an imitation firearm (which the Olympic clearly is) is capable of being readily converted with basic tools then it would be a Section 1 firearm, however following the 1997 Firearms (Amendment) Act, short firearms were put into the prohibited category and anyone possessing a readily convertible firearm would be subject to a 5 year jail term.



We were involved to help our own legitimate shooting community members avoid being put through any process such as this, merely for holding an un-converted gun. The legislation doesn’t require the gun to have been converted to be caught, it is the fact that it is possible to convert it that makes the offence.



With regard to licensing systems, there are no plans to do so. Due to the way the law is worded, if you put blank firers such as the Olympic onto firearm certificates there would have to be an exemption under Section 5 of the Act as the guns will be readily convertible. There are no plans by the government to do this and ACPO I know will be unsupportive. This requires primary legislation and there are far more important changes to be made to firearms legislation, but there isn’t enough time in Parliament to deal with these more important items.



This amnesty was the right thing to do and we support it fully, after all it could have been a ban on all blank firers, it was only our intervention that made ACPO look at each case on its merits, they could have asked government to ban all blank firers.

Articles like this are depressing :(

The problem is that such a huge proportion of the public consider guns evil. People who own and shoot guns here are a very very small minority so its hard to get heard. Most people think im insane when I say my hobby is shooting :(

Yes&its the same for me too.As far as Im concerned,this latest gun-grab,is a farce&it was allowed by BASC-to go,almost unchallenged.Why did Matthew Perring,defend the police for,when usually the BASC,is usually critical of them?If we remember the Brocock air-cartridge air-gun ban,the BASC&GunMart were constantly slagging-off the do-gooders,with their legislation&Pat Farey summed up the ban in these words:"the whole thing is a farce".This time around,it was done in almost complete-secret&as I buy GunMart,every month&I failed to notice the ban preposals-as they weren't included in the magazine.

People in this country are brain-dead sheep,like the Eloi's in the film The time Machine.The mortlocks are the gun-grabbers.

Folks, The High Road is supposed to be the face of responsible and intelligent gun ownership. If we can't discuss this event in the UK without incomprehensible rants about throwing England into the sea, thinly veiled immigration discussions (a topic that remains off-topic), Scientologist-like accusations against psychiatry, bringing up health care reform, or personal attacks, we have failed at that mission.

Most of the offending/off-topic posts have been removed, but I'm leaving this closed to serve as a reminder.
