Here is an article about "Loading 38 Special and 357 Magnum" by John Haviland on the americanrifleman.org web site.
He said, "I’m going to keep shooting .38s in the revolver because the cases are plentiful and inexpensive, but if you have a lot of .357 Mag. cases, they can be loaded with target and plinking loads that duplicate the .38 Spl. and eliminate those fouling rings."

When I've worked up Special level loads in Magnum cases, I'm mostly worried about sticking bullets in barrels. I make sure the velocity is high enough so that bullets will not get stuck in the barrel of the gun. It is great to have a chronograph at my disposal.
I've used published, factory 38 Special load data in 38 Special cases that have stuck bullets in the barrel. So I'm a bit gun shy when dealing with any light loads.
Looking through my couple editions of Lyman Cast Bullet loading manuals, there are some starting 357 Magnum loads that are less than the maximum 38 Special loads, not +P loads, with the same bullet. They are out there.
