Any Other Weapon/DD Encore 20 gauge Pistol

Has anyone had any prior experience with buying or creating a 20 gauge Contender or Encore pistol? My favorite rabbit hunting gun is a 14 inch .45/410 Contender, but it lacks a bit of punch and doesn't pattern all that well.
Looking at the laws, it appears that if I got a smoothbore pistol, it would be an AOW, and would be legal for ownership. If I got some very shallow, almost straight rifling in it, it would not be an AOW, and it doesn't appear that it would be a DD because it would be chambered for a shotshell, which "is particularly suitable for sporting purposes." So does that mean it is a normal, perfectly legal pistol?
Another issue is acquiring it. Which is the appropriate way:
1) A custom barrel maker creates a barrel for me, which doesn't require any ATF approval, then ships me the barrel, and I have to send in the ATF form requesting approval to "make" the AOW (aka installing a new barrel)? or
2) The custom maker submits the ATF form and then sells me the whole AOW? From what I can tell, an out of state manufacturer couldn't sell me an AOW, and I would have to make it. Any thoughts anyone? :confused:
 
Get an opinion letter

from ATF before you make or buy anything.

Otherwise, you may be in danger under "constructive possession"... if you have all the parts, you have the weapon, even if you've never put the parts together.

NFA violations really, really suck...

Don't play games with this stuff. Federal prison is not a fun place to be, unless you're Martha Stewart or Michael Milken, and you ain't.
