Hmm, CZ 75B from CZUSA is 16+1 cap. What makes this one a different cap? Is the mag different?

all 9mm CZ magazines interchange - the full size mags work in all 9mm guns, and the 9mm compact work across all 9mm compacts. the only exception is the RAMI and tactical sport iirc.
CZ used to have 15 round magazines. you can easily throw in 16 round mec-gars, or the 19+1 SP-01 magazines if you can find them. pricey though.

NG VI, You don't just go "get your own FFL".
You've got to be in business, with all state tax and local licensing approved and in place before an fFL will be issued, AND you'll have to show profitable business activity to maintain the license after obtaining it, IF (big if) BATF does issue it.
(This not applicable to C&R licensing, but you won't get a new pistol through that)
