This is an RCBS electronic powder trickler...it's old, out of date and likely a failure.

Here's the description but still a bit fuzzy on how it would be worthwhile with a manual powder measure like it says. It doesn't seem like you would get consistent results.

The new RCBS Electronic Powder Trickler offers the reloader an economical way to automate and speed up his reloading. The electronic Powder Trickler automatically finishes off powder charges with extreme accuracy. The Electronic Powder Trickler works in partnership with the Powder Pro Digital Scale (RC98980) and the RCBS Uniflow Powder Measure.The user establishes the desired powder charge by manually adding powder to the scale pan until the scale displays the desired weight. Pressing the memory button on the trickler enters the weight displayed on the scale into the trickler’s working memory. The Uniflow Powder Measure is set to throw a charge slightly less than the desired change. With this easy preparation complete, the user simply throws the light charge from the Uniflow into the scale pan, places the scale pan on the Powder Pro Electronic Scale. The trickler automatically adds powder to the pan until the memorized weight is reached and then shuts off.

Does anyone have one of these? Can you give me a brief owners review?

Pretty clear that it has to be wired to that specific scale...

No wires necessary. It uses the infrared port on the scale, you can see the receiving port on the front of the trickler. The same method the separate powder dispenser uses. It would work well with the Lee dippers, dip just short of the desired weight, let the trickler bring it up to charge weight.
 
More detailed instructions can be found here. It works pretty much as advertised. Using a powder throw like the Uniflow for example you throw a light charge. Then using the powered trickler you trickle onto that light charge to the desired weight. Let's say 46.3 grams. At this point you press a button telling the trickler to memorize that set point. All communication between the scale (constantly sending out actual weight) and the trickler (constantly receiving actual weight) is done wireless IR. The instructions actually show the setup so the scale and trickler can "see" each other.

For what it's worth before I went with a new RCBS Charge Master Combo I did many loads about the same way using my old Lyman M5 beam. Throw a light charge and finish it with the manual trickler. I really don't see where using the motorized trickler would be that much more quicker or anymore accurate.
