Pretty big indictment of the War on Drugs. Strong civil rights component too. I found it interesting that 100 years ago Congress didn't enact anti-drug legislation because they thought it was unconstitutional and something that fell to the states under the 10th amendment

Yes, and the fact that the government used the precident of a SCOTUS ruling on the machine gun stamp non-issuance a la NFA, as a model for early prohibitions on marijuana.
