AR 15 BCG Jam

I have a BCG jam forward, not sure what to do. I live in calif so I cannot walk out to the back yard and start slamming the rifle to loosen.

Is there a round still in there? Probably a trip to the gunsmith.

What causes this jam, I am not well educated on the BCG what I mean is the care and assembly.

Holding the charging handle and latch, pull back on it while hitting the butt stock on the floor. It will clear. You should read up on the AR15 or catch a few videos. That's a common way of clearing a failure. Put the safety on if it will and point it away from your face.
 
Rod it with a cleaning rod to see if there is a live round in it.

You should be able to get 16" of cleaning rod in it if it is empty.
(Assuming it is a 16" barrel)

13 3/4" if it's loaded.

I agree on the best way to get it open.
SAFETY ON.
Collapse the stock to the shortest position.
Pull on the charge handle to unlatch it.
And slam the butt on the carpeted floor.
