There is also a hole in the forward end of that cylindrical tube into which the detent spring and detent are inserted which keep the pivot pin from coming completely out of the receiver. The hole you refer to is a witness hole through which the detent spring can be seen. I'm sure the cylindrical tube and several other raised areas also help to strengthen the lower receiver.

kimber's got it. If it werent for the detent, the pivot pin would fall out.
