Have an AR “pistol” in 7.62x39. Absolutely love it. It’s killed a hog or 2. But, functions flawlessly with brass case ammo. With steel, which is the beauty of the caliber cheap ammo, it will not go fully into battery on say 5-8 rounds out of 30. Chamber is clean. My first thought was to change the barrel. 120 bucks for a 10.5 inch from Midway. Or, should I try just changing buffer weights and spring? Thanks!
 
I’d start cheap and easy first…

Is it happening with all steel case ammo you’ve tried, or just one particular brand?

In my limited experience. . . .223 Wolf/Tula steel case will fail to RtB (return to battery) ~10% in any moderately snug (but in-spec) camber. Clean doesn't help.

I'd have expected 7.62x39 to function better than that.

Me too. My 16” 7.62x39 AR rifle functions great with steel cased ammo, but I don’t recall the buffer-spring weight I used so I can’t offer much help in that area. :(

PSAs first version of their KS47 had this problem. Their second version worked out the kinks.

Mainly it was the chamber dimensions. If they are at or close to SAAMI, there may be problems. The chamber needs to be spec to communist crank em out AK47 chambers.
 
I have a PSA KS-47, which is an AR-AK hybrid. Mine is the ‘version 2’ and runs any ammo without issues. I went to the PSA site and checked the specs on the gun. Below is what they used and this is what it said:

“Through extensive testing, we have determined that we can only guarantee the reliability of the KS47 G2 platform with the PA10 carbine buffer spring and heavy H1 buffer.”

Does it fail to go into battery on its own but will go in easily when tapped, or is it a struggle to get it in when it fails?

IMO, if it goes in pretty easy when pushed, it’s the spring-buffer. If hard, it’s the chamber dimensions.

But I’m not a certified gun smithy nor do I play one on You Tube…so grain of salt advice…
 
The problem likely isn't the barrel. If the chamber was out of spec you would be seeing problems with more ammo and not just steel cased. First thing I would try is a different buffer. If you know some people that use different buffers in their builds, try borrowing theirs for a few magazines so you aren't ordering buffers to try out. Here is a quick video that may help narrow down which buffer you might want to try.
