Ar front sight base

It is just a railed Gas Block.
Gas blocks come in 4 basic flavors.
Full Front Sight base. This is what you see on most guns.
Railed gas block. Like the one on the upper you linked
Flip up front sight. This has a folding front sight built into the gas block.
Low profile Gas Block. These are made to fit under free float rails.
 
Oh ok, I was thinking the gas block was under the handguard and did'nt know they made railed gas blocks. Learn something new everyday. Thank you.
 
Most gas blocks are not rail height. They're shorter than the receiver rail.

However, there are a few that are rail height. Midwest Ind makes one, and although its a brick, you can mount a flip up out there.
 
Unforgiven, adding to what Chrome said, the one in your link looks like the short railed gas block so many front sights won't be tall enough installed on it. I went with an ArmaLite gas block sight since it was designed for the low rail. Still had to replace the sight post with a Bushmaster 0.04" taller post to properly zero with milspec rear sights. Works great now.
 
Well was checking them out on midway and I kinda like the DPMS single railed gas block. Seems as though the height would be pretty in line with the rear flip up.
 
Railed gas blocks are either receiver height, or not. There is no such thing as "this one looks close enough to work". If the gas block is not specifically advertised as receiver-height, assume that it is not.

If you're looking at this it is NOT on the same plane as the receiver.

This is a folding sight made to go on standard railed gas blocks. See how tall it is?
