Are ALL Federal Ranges Open to the Public?

For the most part. But, ranges on military bases are pretty much out for civilians unless you do one of two things.

One, have some one sign you in on base or two, get permission from the base commander.

Makes sense. Tax dollars paid for the ranges. If they're not being used for official classes or practice, why not open them up?

Military ranges are different. Some are fairly open. Others are not. My local base is very hunter friendly, but they are pretty much forbidden from any range that could possibly have UXO.
