I was looking on Alliant's site and noticed that Reloader 17 and 22 had recipes for 30-06, but no mention of being suitable for the Garand.

I'm looking for one powder for both the M1 and the Mosin and right now it looks like either of the 4895 powders are probably the best choice but I wouldn't mind trying the Reloader series if they will work. I've read a lot of good things about it.

No, glancing at Hornady Garand load data, I think both are too slow for the M1 gas system.

RL-15 will work in the Garand with 168 & 178 grain bullets though.

It should also work well in the 7.62x54R.

I used a fair amount of RL-12 with 150 gr. bullets when I still had my Garand. I didn't have battering issues and my rifle was bone stock.
I do not know how 10x stacks up (it replaced RL12) so you are on your own there.

Reloader17 is essentially a clone IMR/H4350, so is too slow for the M-1 Garand. (but gives higher velocities than either with slightly lower charges, in my experience.)

Reloader15 is used by many competitiors as it is essentially a temp resisitant clone of IMR4064, or in some applications IMR4320, and is on the threshold of being too slow for the gas system of the Garand. But, it is useable/desireable.
RL10, and the long discontinued RL12 are useable, but the RL10 is verging on being too fast to give desirable velocities with allowable pressures.

forgot to mention RL19. It is essentially a #4831 class powder, and is very, very, close to RL22. Close enough that from using four different lot#'s of RL19, and in only one instance getting the advertised performance, I defer to RL22 in all applications. Faster and generally more accurate, particularily in the .260Remington. (I did however get duplication of the Speer max loads in the .338/06 w/225 and 250gr bullets...). Therefore, RL19 is totally unsuited to the M-1Garand action. (unless you have an adjustable gas valve, but then you already knew that.....).

As Mr Goose mentioned, RL15 is a standard long used.

Compared to IMR4895 (THE standard) for a standard 150FMJ/2,750fps:

Code:
RL15 / 51.3gr / 2,750fps / 45,966psi peak / 9,909psi Muzzle (near gas pickoff)
IMR4895 / 50.7gr / 2,751fps / 45,446psi peak / 9,971psi Muzzle

On balance, I'd say RL15 is well-suited on all accounts.
Others might have different views.

According to the charts RL-15 is just a bit slow for use in the Garand. It's unfortunate they discontinued RL-12 because that was the correct burn rate.

There are so many good powders for the M1 that are just about perfect, why an Alliant powder?
IMR4895 & IMR4064
H-4895 & Varget
AA2495 & AA2520
Ramshot TAC (and a few others that are almost perfect too)

As an alternate to the "classic" powders the Accurate powders are much better than the Alliant powders for the Garand IMO. AA2495 is almost a clone to IMR4895 and AA2530 is the Ball Powder equivalent to IMR4895 and is actually referred to as "The Camp Perry Powder."

Any of the rifle powders from 2400 on up can be used for loads in the 30-06 and will work in the bolt action Moisin but for the gas operated M1 you need to find a powder with similar burn rate to IMR 4064 or 4896 so as ArchAngelCD wrote RL-12 right between the 2.
