I swear to you guys I shot a 2 year old USMC standard issue flak jack with CCI stingers from a marin 60 and they went through. It didn't suprise me because they are generally just for stopping shrapnel and causing nuts to sweat off.
That does not surprise me. Flak jackets are designed for low-velocity impact. They may stop some bullets some of the time, but that's not the primary function.
