An "Armageddon" program designed to ensure that the federal government would continue to function in the aftermath of a nuclear war was put into place during the Sept. 11, 2001, terrorist attacks.


According to ABC's "Nightline," which plans to report its findings tonight, every federal agency shifted its control to an alternate headquarters outside Washington. President Bush's decision to fly to Nebraska that day instead of returning to the White House, which drew some criticism at the time, was part of that plan, former counterterrorism official Richard A. Clarke said on the program.

"Nightline" expands on a book by James Mann that detailed the birth of the program, named "Continuity of Government," during the Reagan administration. Under the plan, if the United States were facing a nuclear attack, three teams of 50 federal officials would be sent from Washington to locations across the country -- each with a Cabinet member who was prepared to become president.

That is what happened on Sept. 11. "Questions were raised by talking heads about the president's courage or lack of it because he didn't return directly to Washington," "Nightline" anchor Ted Koppel said yesterday. "This was absolutely the Armageddon plan put into effect."

Clarke told the program: "Every federal agency was ordered, on the morning of 9/11, to activate an alternative command post, an alternative headquarters outside of Washington, D.C., and to staff it as soon as possible." The former administration official also said he has participated in regular exercises over the past 20 years in which he has "gone off into caves in mountains in remote locations and spent days on end in miserable conditions, pretending that the rest of the world had blown up, and going through the questions, going through the drill. . . . Everyone there play acts that it's really happened. You can't go outside because of the radioactivity. You can't use the phones because they're not connected to anything."

Mann, whose book "Rise of the Vulcans" was excerpted last month by Atlantic Monthly, reported that Richard B. Cheney, then a Wyoming congressman, and Donald H. Rumsfeld, then a drug industry executive, were heavily involved in shaping the program during the 1980s. Both men, who were also former White House chiefs of staff, participated in the mock disaster exercises, which included convoys of lead-lined trucks carrying sophisticated communications gear to the secret locations.

During the Sept. 11 attacks, Vice President Cheney and Defense Secretary Rumsfeld found themselves carrying out a plan they had designed two decades earlier for a very different kind of threat during the Cold War.

ABC confirmed that Rumsfeld ordered his deputy, Paul D. Wolfowitz, to move to an undisclosed location outside Washington. Cheney was similarly dispatched, as was House Speaker J. Dennis Hastert (R-Ill.), who under the Constitution is second in line for the presidency. Several Cabinet members, including Agriculture Secretary Ann M. Veneman and Interior Secretary Gale A. Norton, were also removed, said Mann, a former Los Angeles Times reporter.

Koppel said that most members of Congress will be surprised to learn the plan's details, although selected leaders have been briefed. He said he felt "reassured" by the plan because "it seems to make common sense. You want the executive branch thinking about how to restore some kind of order in what would be absolute chaos."

The Washington Post reported in 2002 that as part of the plan, Bush has dispatched a shadow government of about 100 senior civilian managers to live and work secretly outside Washington. These officials have been rotating in and out of one of two fortified locations along the East Coast, according to three officials with firsthand knowledge, the story said.

Did we know that the governor "immediately" after the Trade Center's second tower fell had issued an executive order, with no termination date, declaring a state of emergency? Did we know that the governor had made the interim head of the Division of Emergency Management into a czar of anti-terrorist operations, giving him the power to seize land and personal property and order people evacuated from their homes? WorldNetDaily investigated. The articles provided links directly to the executive orders themselves, and these were exactly as described. Bush, through Executive Order 01-261, had activated units of the Florida National Guard on Sept. 7, four days before the kamikaze assault on the Trade Center. His second executive order, EO 01-262, did in fact delegate awesome powers to a non-elected official, the interim head of the Division of Emergency Management, the agency responsible for implementing Florida's Comprehensive Emergency Management Plan. Moreover, the governor issued it shortly after the attacks, strongly suggesting he had been apprised of events ahead of time and was ready to sign the order with a stroke of his pen as soon as he received an appropriate signal.

However, someone here CANNOT read English (or American, take your pick). This reference DID NOT activate the Florida National Guard, it merely established routine authority to do so. This is the same as most other states do.

To read any "advance knowledge of 9/11" into this is merely to speculate without any basis other than "_ _ _ _ _ _ " (fill in your own adjective/adverb).

But then, what else is new about w4rma?

Every state, Illinois included, has a disaster plan in effect. They are usually aimed at how to deal with natural disasters and the breakdown of normal infrastructure. They also cover the succession of powers.

Many of them were updated post 9/11 to cover the possible use of national guard and even state police in a military or para military role.

Man, I just gotta buy some more tinfoil with all the "Bush is an evil dictator" posters we have lately.

Note, Florida is still under martial law. The power has been allocated, but not used (to my knowledge).

I don't know the implications. This is information for folks who are looking for answers.

The authority for declaring Martial Law must be established by the government. But that does not mean that Martial Law has been declared. Mobilizing the National Guard does not establish or declare Martial Law.

I've been saying it quite often that if Gore would have been in the whitehouse he would have declared Martial Law and suspended the constitution (which I believe may have triggered a second civil war).


Go read his book Earth in the Balance. Its an insight into more then his environmental policy ... it shows that he believes the role of government is to suppress the will of the people, strip them of their property and enslave them.

Is "Armageddon" a Biblical word and should it be used by any US Government Employee or on any US Government documents? :uhoh:

On its face, such a plan was probably prudent as the LEVIATHAN government and DOT token Mineta had no idea what was going on and no idea of the magnitude of the ATTACK.

IIRC :rolleyes: one plane did crash into the pentagon (is that in Wash. DC? :rolleyes: ) and one in PA on the way to Wash DC.

What is in Washington DC you might wonder?

If Bush makes disaster plans and nothing happens, they are sinister.

If Bush makes no disaster plans and something happens, he is an incompetent buffoon.

If Bush makes disaster plans, something happens, plans implemented, and the bulk of the problems addressed, he still missed something and he is again an incompetent buffoon.

I would be very very worried if the doomsday plans were NOT activated. Who else sat at home loading mags that day? Contingency plans are there for just that. Nobody carries a spare tire for the days everything goes right and all.

Armageddon is of course most well-known from its single mention in The Bible...

The name Megiddo is derived from the original Hebrew word pronounced har-Megiddon, from which we get the English pronunciation Armageddon - a name well familiar to those who study Bible Prophecy. Megiddo in Hebrew means something like rendezvous, or place of troops.

Kind of an interesting blurb on the word Armageddon...

I can see many benefits:

1. the food buffets will be orderly at 4:30 p.m.

2. senior citizens will have to show their SS card and golf cart registration tax stamp to Trooper Cledus at the established checkpoints.

3. state police will finally be armed to shoot all those darn gators.

4. regular denture inspectors will be conducted.

5. Young and nubile Spring Breaking scantily-clad college co-eds will undergo intense questioning by Director of Sunshine State Security, El Tejon (perhaps over wine and smooth jazz).:D
