It'll happen, give it time. I think what has to happen first is a better form of freeform programming, in that no action has a preprogrammed reaction.
 
It's a well-known advertising video from a South African company. The rifle he/it is using is the R4, a South African-manufactured licensed clone of the Israeli Galil.
 
"What If..." it screws up?
And removing the chance of a programming failure, it just wont have the compassion of a real officer...
I just don't like the idea.
 
It's actually a demo reel from a small effects house showcasing in no particular order, matchmoving, camera matching, modeling, texturing, and rendering.
 
The rendering is pretty nice, but the animations aren't too super.
And it's gun handling isn't all that great either. =)

I believe the animation is mocap, and garbage in garbage out.
