If another assault weapons ban comes into effect, will that effect ar-15 upper or lower receivers? Or Both. I was wondering because i know that they consider the lower receiver the firearm.

Controlling both houses does not at all ensure passage of new gun laws, and there some big brawls ahead with other issues. They want to prioritize, and choose carefully where they will make stands and use favors. Banning guns is several notches down the list. It would cause more rancor than just about any other issue.

Since nothing is on the table, there is no way that any of us can know the answer to this or any other question about a ban. You might as well ask us "If a leprechaun were to jump out of my box of lucky charms, would he land on his right foot or his left". Nobody knows, because we can't see the future.
