I`d give rcbs a call with the part # ,but it looks like a flareing die for "positive" bullet alignment & feed.

Actually it isn't...what's referenced on page 12 is the Primer Transfer Adjustment Gage, which is a completely different part than the OP was asking about.

This is an 86792 The OP has something different. Some kind of a neck flare/bell tool.

As I said before, this is a Case Transfer Adjustment gage.
There were two versions made, one was threaded and the other one was smooth.
Earlier today, I called the RCBS tech line and sent them this photo and they confirmed that it was the Case Transfer Adjustment gage for the PRT.
