ATF Could Bypass Congress & Regulate Semi-Autos

In this video by Military Arms Channel, Rick Vasquez, who was the Acting Chief in the Firearms Technology Branch at the ATF, says that Congress is directing the ATF to "write a regulation with the strength of a law". He goes on to say that the regulation is looking at any device that "automatically resets a firearm(trigger) and enhances the rate of fire". Rick says that there will be no grandfather clause for these devices/firearms. Rick also says the Congress is directing the ATF to make this decision because it wouldn't become law until after midterm elections. They also discuss arbitrary rates of fire which anything that can shoot faster than that rate of fire would be considered a machine gun. They said the best way to have your voice heard is to comment to your representatives and to the ATF. Im not quite sure how you can comment on this regulation by the ATF so if someone could leave a link on how to do that it would be great.
