The Wisconsin Department of Natural Resources is proposing rule changes that will prohibit the use of Fully Automatic Firearms (machine guns) and imposing additional restrictions on firearms at WI DNR affiliated shooting ranges. Although the WI DNR ranges that currently allow machine guns are few and far between, these prohibitions will prevent law abiding taxpayers from equal treatment with other citizens and more importantly, law enforcement, which is specifically excluded from the prohibition.

There is a hearing on this and other proposed rule changes next week (week of 04.11.16)

The rule referenced is NR 45.095 (v).

The only "reason" given is because they want to create "common" rules that are in alignment with most range rules.

I have asked for the statistics and documentation of problems that have been encountered by allowing machine guns on WI DNR affiliated ranges, but so far nothing has been given to me.

In other words, I think somebody at the DNR figured out that machine guns could be used on some WI DNR affiliated ranges and decided that they must stop it.
 
My guess is liability. The club I belong to and most I shoot at restrict full auto to only 'board authorized' events - which are few and far between, if any.
 
They pulled this proposal today. saying they had too much negative feedback from the public.
 
Some of the other parts of the proposals are
No alcohol at the ranges
Guns must be unloaded when not of the firing line.

Question, if it's a liability insurance issue what are you willing to pay to shoot you're full auto? As a resident of the state and a member of private clubs, I don't know if the 'state' is required to provide you a place to shoot.

I understand the blanket "restricting my rights issue" but they already proved they can do that with the tax stamp we have to purchase.

Actually the whole proposal they pulled had a fairly long list of DNR related rule up for change including park fees, camping and State Park rules.
The proposal was 'pulled' not abolished. We will see it again in some form.
