Audad hunt on public land?

I want to go on an Audad hunt but the outfitter fees are outrageous at least the ones I have found online. So I'm wanting to know if there is any place a guy can go and hunt Audad on public land and have some success?
 
I am under the impression for the most part, where there are Audads on public land you must apply for and draw a permit. The few WMAs where you do not need a permit, they are pretty scarce.
 
I haven't checked, but Texas Parks & Wildlife might have some system for removal of the feral aoudad from the Sierra Diablo or the Black Gap Wildlife Management Areas.

The Sierra Diablo WMA is near Van Horn. Black Gap is just east of Big Bend National Park.
