I bought a box of the new Federal 180 grn HST for my G23. All the boxes in the case had a sticker that said "Not for police use." Does this mean they are a bad batch? They shot very well and were accurate.

I believe most ammo makers have specific standards of reliability that ammo must meet to be "for police use."
Yours probably came from a batch that didn't meet this. This doesn't mean the lot is bad, it just means that they had more than the allowable failures.

Most of those times those batches are perfectly fine, even for defensive use. Sometimes a batch would get rejected for LE use for the littlest reasons
Run a few boxes to see if that lot works in your gun. Chances are they will.
