On Feb. 22, state rep. Clel Baudler submitted HSB721 (study bill) to the Public Safety Committee. Currently, applications for CCW permits are subject to the whims and personal biases of the sherriffs of Iowa's 99 counties. (This means 99 different training standards also). So of course, it is impossible to obtain a permit in some counties, regardless if all requirements are met, due to personal politics of a county sherriff.

This bill will give the issuing power to the commissioner of the dept. of public safety on a shall issue basis. It will also provide for reciprocity with other states that recognize the Iowa permits.

Iowans, contact your legislators. Clel is working very hard on our side. They should also hear from you folks who would benefit from our reciprocity.

Reciprocity

A sticky point that is also in anther thread..

" A person possessing a valid out=of=state permit to carry a
weapon shall be entitled to the privileges and subject to the
restrictions prescribed by this chapter provided the state
that issued the license recognizes weapons permits issued in
Iowa
." from the bill text http://www.legis.state.ia.us/aspx/Cool-ICE/DisplayBills.htm

Emphasis mine.

Firethorn from ND is having this exact problem with CO. Neither state is allowed to initiate the discussion because of the exact text above, the other state must first recognize a permit.

Now,

I am not saying that this is bill killer, the legislators will do that along with LEO backers, but it is something that will have to be dealt with, now is better than the future and if you have any pull with the introducer of the bill, it should be suggested to him.

All in all it would be of great benefit for this state to have equal laws in all counties, Emmet county already found out how hard it is to replace a long term sheriff, with one that would have been, at the very least, open to the possibility of CCW.

I sincerely hope it does pass and IS signed.
