Best (non impact) bullet puller?

It doesn't work well with SWC, most JHP, or truncated cone profiles, they just don't have enough full diameter shank for the collet to grab.
While I don't usually load SWC, I have successfully used mine with JHP and truncated cone profile bullets.

You might not have your collet set deep enough. I set mine to just clear the case mouth

I've successfully pulled them, but it's never been pretty. Maybe I do need to monkey with it some more. The last two years I've been lucky to hit the range a couple times a year, reloading has been sidelined for the most part. One of these days I'll mess with it some more.
 
I have a Lyman inertia (impact) bullet puller and wack it on a wooden mallet. I don't think the sound that makes would be a problem.
 
Off by one grain? I guess they are consistently off by one grain each? Why not shoot them? Regardless, you should have a decent bullet puller anyway. I have the Lyman inertia too. Im usually hitting the cement garage floor, but a block of wood would do nicely.
