They don't say that they require you to ship to an FFL and get it registered, but are you required to do that?

It is legal to build your own title 1 firearms, so there shouldn't be an issue. You don't have to register guns in California, but if you sell it, the new owner may.
Since that says only for black powder, you may not be using modern ammunition, even though it's a fixed cartridge.

It's just a firearm part. I can call Smith and Wesson and order a replacement cylinder for any revolver I own and they can mail it to me directly. I can mail revolver cylinders to anyone. Even to/from/within California. It's not a firearm, just a part. No different than a front sight or a grip panel. If the recipient creates a firearm from that part that is controlled by state law, then the recipient is responsible for complying with his/her state's laws.

wow... so if I make my own handgun, and don't register it, as long as I don't sell it, even if it shoots cartridges, it is fine? Do I need a Handgun Safety Certificate, or anything? Does this work for rifles and shotguns too? Making my own, that is.

Yes. I'm not sure about the HSC, as you don't need it to own a handgun, but you do to receive one.

You can build rifles, shotguns, pistols, whatever. They must be compliant with state and federal laws, so if you build an AR it needs to be featureless or have a mag lock. 80% receivers are popular out there for people building AR pistols, and there are lots of "build parties" for people building AKs.
