I did one of these a while back, but the budget rifle market has changed alot since then with the addition of several new budget rifles to the market, and facelifts to some of the old contenders. I figure budget rifles are those with a street price of $400 or less though several of the contenders come in in the $250-$300 range.
Savage Axis Savage reputation for accuracy at a remarkable price
Mossberg ATR New facelift, new trigger, and the will to win.
Marlin XS(L)-7 Quickly gaining a solid reputation.
H&R Hani-rifle Simple, functional, and compact.
Rossi Wizard New facelift for an interesting rifle
Remington 770 Not a 700 but is it close enough?
TC Venture Sub-MOA guarantee for under $400 w/lifetime warranty sounds promising.
CVA Scout The muzzleloader guys?? Can they make a real rifle??
Ruger American A total Ruger revamp, looks like a Browning/Savage crossbreed, will it be as good as both.
Wby Vanguard Right on the ragged edge of $400, is it worth the money
