C & R Eligable

Does any one know what the year has to be for an SKS to be C & R Eligable?
I have 1954 MFG. And this potential buyer says it can ship under C&R.

SKS rifles other than Chinese over 50 years old are C&R eligible(1962 and prior). Chinese aren't eligible because there is no way to verify the date of manufacture.

There are other variants that are not yet 50 years old that the ATF has determined to be C&R eligible due to their low production numbers or other collectible factors.

What kind of SKS are you interested in determining C&R or not?

Yugo SKS is C&R eligible regardless of age.
