Cal. compliant....?.

I've heard the term California compliant used about certain features on a hand gun. What exactly does a gun have to have to be considered as such? And this is supposed to make a gun safer?

They may have the actual test requirements somewhere if you want to look for them beyond the "firing, safety, and drop tests" statement.

As to your second question, only in the minds of a California politician.
 
There is a roster of handguns that are legal for a dealer to sell. The manufacturers have to pay a fee yearly to keep each model handgun on the roster. For a new handgun model to be added to the roster it must go through testing such as drop testing and reliability. The gun must also have a loaded chamber indicator, a magazine disconect safety and also must be capable of micro stamping a unique ID on the spent shell. Guns already on the roster might not have these features but if the manufacturer makes changes to that model the gun would have to retested and the extra features would have to be added. The roster is a joke.

Actually, the roster is a finely crafted attempt to choke off the supply of new legal handguns sold in the state of California. It's a way to get around the 2nd, and it's working. With S&W and Ruger both abandoning the CA semi-auto market, I hope that there is a suit in Federal court soon, attacking the roster as unlawful restraint of interstate trade. If ALL the manufacturers would quit playing the CA Roster game, that would effectively make it a ban on handguns - and the Supreme Court would probably declare that unconstitutional.
