I'm not an expert and stand ready to be corrected by those better informed, but as close as I can tell doing my own reading online...

CA AB 2062 passed the State Assembly and is now up before the State Senate. It's been amended several times and is watered down considerably.

The bill no longer requires a state license to purchase handgun ammunition, just a dealer license to sell if you want to sell or transfer more than fifty rounds a month. $50 for the license. Purchaser identifying information is no longer required to be sent to a new state data system at the Department of Justice with each sale, the info only has to be kept on file by the seller for 5 years. No more transaction fee payed to the state for each sale either. It still requires all ammo purchases be face to face - no internet purchases.

I guess they figured out it would cost millions of dollars to build a new DOJ data system and to enter all that information.

The bill will make it a new crime for gang members to posses handgun ammo. I'm sure that will put a big dent in gang violence. And you can't give or sell your friends more than fifty rounds a month. Unless they're gang members. :D

And most important of all, ammunition must not be on display where customers can reach it without assistance from store employees (who will have to have background checks to sell to you). Bound to cut into that epidemic of ammunition shoplifting.

I'm hoping it will just die in the Senate. It's been a lot of fun and good exercise for the gun control folks, but I think it's time to work on needed legislation.

Heh.

You want the real punchline?

They're going to send the little punk gangbangers off to AZ and NV for ammo.

Man, is THAT gonna backfire one said gangbangers find out what else you can score there. Can you say "off paper private transfers at flea markets"?

Sigh.
