A while ago I started a thread on here asking about what specific part people would recommend for building an Ar from scratch. Well I checked everything out and I decided to start with a lower. I went to my local gun shop to see what they had. Well of course I ran into a huge problem. They told me that I have to be 21 in california to buy a stripped lower... :fire:

So what I just started thinking was to either have my mom buy it for me, then build the gun. Then when I turn 21 she can "sell" it to me through a licensed dealer and it will legally be my gun. OR, go down to my local Big5 and buy a Colt .22 Ar platform and swap out all the parts so it chambers/shoots 5.56.

Here's what im getting at: if I were to buy the colt, does the .22 platform allow me to swap out parts for the 5.56? Or is it only 5.56/.223 converts to .22?

Anything helps. What do you recommend I do? I cant afford to buy a completed Ar15 chambered in .223/5.56.
 
Honestly I would just wait until you are 21. You said you don't have the money anyways to complete a full AR so why would you just want pieces sitting around? If you have an itchy trigger finger buy a 10/22 from walmart for 200 and go shoot that.

To actually answer your question I would not buy a .22lr AR and convert it to. 223. Do it right or don't do it at all. Buy once, cry once.
 
Couldn't you buy a "lower half"?

Since it already has the stock it would not be considered a potential pistol and could be sold to those between the ages of 18 and 20.
 
If you buy a stripped lower, it can be made into a pistol just as easily as a rifle. Therefore, in every state, you have to be 21 to purchase a STRIPPED lower from an FFL.

HOWEVER, if you buy a lower HALF, as suggested earlier (IE one with a stock on it) it can only be legally built into a rifle, and unless there IS a specific california law there, can be transfered to an 18+ year old by an FFL.

If you really want an AR, have your mom buy the stripped lower. Help her to put it together with quality parts into a complete rifle. She can then legally transfer the AR to you in an intrafamilial transfer. This is a legal exemption for the infrequent transfer of firearms between parent and child or grandparent and child. It's as simple as your mom handing you the gun, there is no need to use the services of a FFL. Once your mom gives you the AR it is yours. As a long gun it is not necessary to file any paperwork with the state.

For this exemption to apply you have to be 18 and older.
 
Something to remember when selecting the lower to build on. Check the named guns that are banned on the CA Assault Weapon list...you can't build a legal AR on one of the banned receivers

Under Federal laws [18 USC 922(b)(1)], you need to be 21 or older to acquire a firearm other than a rifle or shotgun from a FFL.

Since a complete lower does not meet the Federal definition of a rifle [18 USC 921(a)(7)] or shotgun [18 USC 922(a)(5)], it is considered an other. Therefore, the minimum age to acquire is 21.



18 USC 922
(b) It shall be unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver—
(1) any firearm or ammunition to any individual who the licensee knows or has reasonable cause to believe is less than eighteen years of age, and, if the firearm, or ammunition is other than a shotgun or rifle, or ammunition for a shotgun or rifle, to any individual who the licensee knows or has reasonable cause to believe is less than twenty-one years of age;

18 USC 921
(a) As used in this chapter—
(5) The term “shotgun” means a weapon designed or redesigned, made or remade, and intended to be fired from the shoulder and designed or redesigned and made or remade to use the energy of an explosive to fire through a smooth bore either a number of ball shot or a single projectile for each single pull of the trigger.
(7) The term “rifle” means a weapon designed or redesigned, made or remade, and intended to be fired from the shoulder and designed or redesigned and made or remade to use the energy of an explosive to fire only a single projectile through a rifled bore for each single pull of the trigger.

Nope.
The dedicated .22LR AR style rifles being sold by Colt/Umarex/Walther, H&K/Umarex/Walther, Chiappa and S&W are not parts compatible with the standard AR15 platform.
