Alright, I should know this, but here goes.
In California, can you purchase a handgun that isn't on the Approved List, if it's a private party transfer?

Yes provided you purchase it from another California resident. If it's from out of state, it will have to go through an FFL and will have to be an "approved" gun.

Hopefully it will be 35. Around the bay area I've been quoted everything from 40 all the way up to 75 just for a ppt. I was transfering a sig the other day and they guy was like "...uhh...it's 50 dollars" almost like he was hoping i wouldn't question it. I politley said "excuse me, but isn't it 25 for the DROS 10 for your trouble. I don't mean to be rude but that was my understanding." He corrected the price. But be ware of them trying to push you around. In my experience FFLs often don't like doing PPTs cause they feel there is nothing in it for them. Just my experience. But it is state law that it's not over 35

While the law is $25 + $10, I believe that FFL's are allowed to charge more as long as they identify it as their fee, usually storage or some such crap.
I hate the profiteering that many FFL's engage in here in the PRK.

As far as buying "not approved", please do PPT and if you are selling one, keep it in the state; we need to keep all we can. (You'll probably get a higher price in PRK anyways, since if it's not on the list = it's rare)
