In order for a CA FFL dealer to transfer a handgun to a non-exempt CA resident, that handgun needs to be on the CA DOJ approved list.
LEOs are exempt from the approved list.
C&R handguns are exempt from the approved list.
Single-action revolvers with minimum 3" barrel & 5 round capacity are exempt from the approved list.
Single-shot pistols with minimum 6" barrel & 10.5" OAL are exempt from the approved list.
Private party transfers between CA residents are exempt from the approved list.
Out-of-state intra-familial gifts are exempt from the approved list.
The CA DOJ approved list, is a de-facto ban and is being challenged in court (
Pena v Cid). There is a good chance that it will be struck down as being unconsititutional.
If you think the CA DOJ approved list is stupid, then find a member of SASS and tell them. Because they sold out CA gun owners by supporting it, once they got an exemption for single-action revolvers.
