Californians Buying long guns out of state

Is it true that as a Californian resident it is illegal for you to buy a long gun from any other state?

I found out this from Walmart when I tried to buy a rifle with my CA drivers liscense that this was the case and when I asked for clarification, he pulled out his little firearms law booklet and there it was in black and white. I just needed to show my proof of residency in this state LA (ie. utility bill) and I got the rifle no problem.

I had thought that long guns could be purchased in any state regardless of your state of resident unless you knew specifically that long gun was illegal in your state of residence.

I ran into this in 1993 while I was living in Arizona. Shooter's World had a sign up saying that persons attempting to purchase rifles banned by the California 1989 AW ban using a CA driver's license would be turned away.
National chain stores probably all do this, I would think, for liability reasons.

In Tennessee and Maryland you must have a drivers license from that state to buy long guns.......I tried to buy a 10/22 in Memphis (2002)with a Kali license......no can do.
When I got to Maryland (2002) I could not buy the 10/22 until I got my Maryland drivers license.

No, it's not illegal, but... all state laws must be obeyed. For California, that means following the DROS procedure and keeping it on file. How many out-of-state dealers want to bother with the cost of that crap? So I think it boils down to the ignorance of the dealer.

A shame too... every time I go home to Oregon I want to kick myself seeing the guns for $100+ less than what I have to pay.

When you buy out of state....

The dealer has to obey federal laws, the laws of the state he's in, and the laws of the state of which the person is a resident.

There are SOME advantages to NJ residents, explained to me this way: The dealer has to file the NJ paperwork, and maintain it in _his_ files, BUT: the feds can't audit it, (It's not their papers) and NJ can't either, because it's out of their jurisdiction.
