Can a CC be obtained in another state?

I'm in WV, and it seems every state around me costs less for a CC. PA is the cheapest, at $25. WV is $100. Can I get my CC in PA? Also, where can I find the cheapest CC class?
 
Generally, you have to get your CC in the state you live in. Some states have non-resident permits -- PA is one -- but often they require you to have a permit in your home state first, and even if they don't, the out-of-state non-resident permit might not be recognized by your home state. In other words, you have to look it up.

EDIT TO ADD: It looks like you're in luck -- PA non-resident is recognized by WV. Check out this interactive map -- click on a state, and the states that honor that state's permit will come up as blue. Ones that don't will be red.

A non-resident permit might cost more than a resident one, though -- it's a cash cow for some states. You might not come out ahead in the end.

EDIT TO ADD AGAIN: Oops, sorry. Just checked, and you have to have a permit in your home state to get a PA non-resident permit. Oh well...

PA requires that you have a resident permit in your state if your state issues them at all....

As of "right now", they've dropped mail order issue, too. You'd have to drive to PA - I'm sure we could get a list of friendly counties here real fast, though. Some PA Sheriffs won't issue non-resident licenses....

If nothing changes, I think I'll try to drive to Centre County when my next renewal comes up. Sheriff Nau was a spearhead in the mail-order licensing effort, and may still be working on it for us. About 100 miles for me. Long day, but.... I shoot at a local gun club that's so close to the PA line that a misdirected shot could go there, so finding a friendly nearby County's not a problem, and I do go to PA often enough to be worth the effort (not to mention some of the states that honor the PA license).

Really, it boils down to getting your own state's license if at all possible. (OH has some goofy stuff that keeps some people out without a bit of extra lawyer time.) Some states won't honor a non-resident permit but will honor a resident....

The other reason, of course, is to keep the count up.... The Criminal and Terrorist Friendly still seem to say that "nobody will want one" at times, and when we show 'em 200,000 OH CHL's, they say "not enough".... :(

The 'tourist' permits are FL and UT. You can get them as a non-resident, and (last I checked,) they are honored by 32 states for a non-resident permit. You don't have to travel to the state to take the course. According to handgunlaw.us, WV does honor a Utah non-resident permit.
 
Thanks for the info. Guess I'll get it in WV. It's a shame MD and DC don't honor CC, I drive there for work sometimes and I'm right on the line, but it's good VA does.
 
When I got mine, the FL nonresident permit could be done by mail, and I did not have to have a permit from my state (MS). You do have to go to a local law enforcement agency to get fingerprints done, and send them and proof of training, etc. to FL. The FL nonresident permit is good in about 30 states.
 
These non-res permits are not cheap to come by. I live in the People's Republic of Maryland and have a Utah non-res permit. The Utah non-res permit class was $85 (that might vary by who is giving the class). I believe the cost to Utah for the permit was $65 and I paid $5 or $10 for fingerprints from Maryland State police. So you might be better off with your $100 WV permit.
 
VA has an online CC course. Could I take it and register in WV or VA as a WV resident?
 
As deckard was saying...I heard on the news that Utah is by far the number one state to issue to non-residents.
 
Probably because Utah legislators are getting

Which I don't understand. Who gives a crap who Utah issues a CCW permit to? If they don't like it in their state, they don't have to recognize it in their state....yet.
 
Like all the people before me said get a FL CCW as they are honored in many states.

If you happen to be visiting FL for some reason you can do the streamlined process and get it in 2 weeks or less(has to be in person though/7 days is typical).

(1) While Florida's law allows licensees to carry stun guns, knives, and billy clubs in a concealed fashion, the laws in these states allow for concealed carry of handguns or pistols ONLY, NOT WEAPONS IN GENERAL. Florida license holders are prohibited from carrying other types of weapons while in these states.

(2) The State of VERMONT is unique in that it does not issue weapon/firearms licenses. Florida licensees - indeed, licensed or unlicensed citizens from any state - may carry in Vermont. This presents a problem for reciprocity with Florida. Florida law provides that an out-of-state resident must have in his or her immediate possession a valid license to carry a concealed weapon or firearm. Since Vermont residents have no such license, the right to concealed carry cannot be extended to them under Florida law.

(3) Individuals qualify for concealed weapon licenses in these states upon reaching 18 years of age. HOWEVER, any licensee of these reciprocity states who is not 21 years of age or older IS PROHIBITED from carrying a concealed weapon or firearm in Florida.

(4) These states will honor the Florida concealed weapon license ONLY IF the licensee is a resident of the State of Florida.

(5) The Attorney General's Office of the State of ALABAMA has indicated that Alabama will honor BOTH resident and non-resident Florida licenses. However, the Alabama Attorney General notes that there is some uncertainty as to the limits of Alabama's reciprocity law as it pertains to non-resident licenses. Pending clarification by the Alabama Legislature or a decision by an Alabama court, he urges non-resident Florida license holders to exercise caution. Refer to the Alabama AG's Web page for the latest information.

(6) These states issue concealed carry licenses to qualified individuals who are non-residents. These non-resident permits cannot be honored under Florida's reciprocity provision.
 
UT now requires the state you live in to have reciprocity with them and to have a license from your home state before they will issue a non resident permit. Does not apply to no issue or may issue states AFAIK. I'm in MD and cannot get a CCW
