I just got a smith and wesson 38 special it says it is a US services CTG's. The serial number is 31492 any help would be much appreciated =)
 
Sounds like a .38 Hand Ejector, Military & Police, 2nd Model, made 1902-1903.
The US service cartridge was really the .38 Long Colt and S&W was still trying for military orders, so they marked their .38 Specials to show they would shoot the Government round.

That is assuming it really is a Smith & Wesson. There were a lot of Spanish and other European copies.
Can you provide close clear pictures of the gun and all its markings?
 
S&W used that marking off and on until c. 1909 when the service cartridge was no longer the .38 Long Colt but the .45 Model 1909. It looks like they just marked some barrels one way and some another, but it was probably the result of making up a big batch of barrels with the early double marking, then using them at random for assembly.

I got the identifcation right in post #2 above.
The revolver looks just like the M&P 2nd model in Flayderman, no. 5G-091.
