Can anyone identify this for me.

Going thru some brass a neighbor gave me I found an odd round. The brass has U.S.C.Co. 38S&W stamped on it. The primer also has US stamped on it. It didn't have powder but something hard of the consistancy of charcoal and on top of that on the top 1/16" a whiteish sealer of some kind that was like dried out caulk and finished with a roll crimp. I've no idea what this is, something legit or it might have been someones experiment. Had no intention of shooting it, just curious.

I had a thought about a blank after I posted, but the composition of what was in the cartridge seems like it could have been a projectile, kind of the opposite of my idea of a blank.

At one time, they used Bakelite projectiles for dispatching cattle in slaughterhouses, but all the ones I've seen were .22 Long Rifle, but I've heard of .38's also being used. It's possible you have one of those.

I got a 1/2 a box of old .38 ammo...kept in a garage (humid/ summer and winter) for for 20 years or so.

The wadcutters were heavily coated with white. But more like chalk, brittle and powdery...the lead deteriorated pretty bad.

Could be something like what you describe?
 
Sounds vaguely like a cyanide load for predator control. Not sure about the part "something hard of the consistancy of charcoal " though.

That sounds like black powder loaded under compression.
The 1/16" cap sounds like a frangible wad.

I think you have a black powder blank cartridge.

No, I use a shotgun for snipe. Too hard to hit with a single projectile. The twisting, turning, abrupt changes in direction makes me miss even WITH a shotty!
 
I want to get in on this guessing game. But alas I would feel like a fool with my two ideas and no picture. (I know my two don't really fit the description anyways. :D)

Thanks for everyones info, I just found the exact round on auction arms, #7044836, it is a blank cartridge.

Well, my guess wouldn't have been far at all. Those look very much like the reloadable. 38 propulsion shells for the 40mm grenades.
