Can Anyone Please Help Identify This Rifle?

Most were stored in warehouses and never issued? I will have to consider the possibility the smoke holes were drilled into the receiver before being issued. After all the Japanese were fans of the smoke hole on top. Again, I found the holes on top of the receiver convenient when testing a rifle. I cover the smoke hole with a white towel.

I think there is some confusion from not knowing the difference between an Arisaka Type 38 and a Type I. Someone who has never seen either one except in a book might well make that mistake.

That could be true if one rifle did not have an open slot in the rear receiver ring. I recall someone saying something about the difference in the 30/40 Crag and the 03. Seems he thought the 30/40 was the one with the slot in the rear receiver bridge. And then someone found a few 03s with slots.
