Can I carry in Virginia or not??

I am headed home from Florida with a CC permit from Pennsylvania(resident).
I will be in VA for a couple weeks starting March 1st and do not know what law is in place at that time. Did the Va Gov. sign reciprocity or not and what is in effect after March 1st?
 
News reports indicate that Virginia may go with the Tennessee policy of recognizing all valid state carry permits regardless of formal reciprocity agreements:

Attorney General Mark R. Herring's revocation of reciprocity is described as a "unilateral action".

Tactical equivalent of what happened would be for Virginia to revoke drivers license recognition for out-of-state drivers whose vehicles did not had a Virginia inspection sticker. (Before 1975 repeal of the 1924 Racial Integrity Act, Virginia refused to recognize out-of-state marriage certificates between mixed race couples; similar "full faith and credit" situation in my lay opinion.)

In 2013 Bloomberg spendt $1.7 million helping McAuliffe win the governer's race, $1.4 million helping other Democrat races, and Bloomberg's Everytown group spendt $2.4 million on the Virginia Senate campaigns in 2015. When word of AG Herring's action came out, Bloomberg & Co were elated. When word that McAuliffe was considering undoing Herring's action came out, Everytown started an ad campaign denouncing McAuliffe. AP reported: "A spokeswoman for the group [Everytown] declined to say how much it is spending in its campaign against McAuliffe" over his deal to restore reciprocity.

Whether Bloomberg's millions sway the governor's decision, only Time will tell (unless Richmond Times-Dispatch scoops them first). ;)

the bill was sent to the Governor this week. it's unclear weither he's signed it or when it goes into effect. My understanding was that it would go into effect the minute he signs it

If the Governor signs it into law unless there is a provision in it to start on a certain date Virginia laws take effect the next January 1 or July 1 whichever comes first. As I understand it the Attorney General's decision takes effect on March 1 unless he rescinds it, which he will not do. Remember if you can not carry concealed in Virginia it is legal to open carry here.
 
Virginia pushed the date back from Feb. 1 to March 1 when the deal was struck. The bills have been passed and the Governor stated he will sign them. The new laws do not go into effect until July 1, 2016. At that time VA will honor all other states. It is anticipated that VA will push the date back again when they will drop those 25 states and everyone believes it will be July 1. We won't know for sure until the last minute if the date gets pushed back again. This leaves everything in flux and people in the dark of what will be legal next week or not. Only elected officials could gets things in such a mess!
 
Keep in mind this also an open carry state. Reciprocity is irrelevant to this option. I understand if you simply prefer CC, though.

Vehicle carry when "secured in a container or compartment of the vehicle" is legal without a permit. No need to keep it in the trunk; your glovebox, console, or zipper case will be fine. As is open carry on the passenger seat, dashboard, or your hip.

The Virginia State Police reciprocity page has been updated to reflect the legislation that was signed late last week restoring reciprocity.

1 Jul Virginia will recognize valid state permits regardless of formal reciprocity agreements.

As Gov McAuliffe acknowledged, lawful out-of-state permit holders have NOT been a public safety problem in Virginia, and the revocation of reciprocity was ill-advised.

Of course, Bloomberg and Everytown are madder'n'hades at McAuliffe and the NRA and spendt money on ads attacking the decision.
