Can my scope be fixed?

I bought a Bushnell scope for my .22 (used from a dealer) and after mounting it on my .22 and shooting, I discovered that the gun shoots 4.5" too low. I tried adjusting the elevation setting on the scope, but got no results. I ended up taking it back to the dealer and getting a refund.

Would there have been a way for me to fix it? I asked the dealer about that and he said it just has to be sent back to Bushnell, but I was hoping there was someone here that might be a "scopesmith" that might know of an easier solution. If there is one, maybe I could rebuy the scope. It was a good deal. Only $15.
 
A shim under the tube, at the rear mount in your case, would bring the point of impact up. The reverse of that if it was shooting high. Experimentation with shim thickness would be key as it'll vary according to your sighting-in distance.
Before I mucked with that, I'd check to see if the scope rail is in line with the bore using a straight edge. Burrs, grit, or casting flash can alter that alignment.
 
I agree with RaceM. Sounds more like a mounting issue than a problem with the scope. Having said that, Bushnell has a repair center in Lenexa, Kansas, along with a great outlet store. I've bought several scopes from them, including repaired models, and all have worked great.
 
I'm not sure what kind it was, other than being Bushnell and being fixed magnification.
No, it doesn't shoot low normally when using iron sights. I thought that once the scope was mounted, it would shoot somewhat close enough to the point where I put the crosshairs, and then I would adjust the recticles using the windage and elevation screws. The windage adjustment worked, but the elevation one was useless. It didn't change anything when I turned the screw in the proper direction. Don't know why not.
