Can one make FRAG-12 type shells without registering them?

So a FRAG-12 is basically a small 12ga shotgun-launched grenade.



As long as they contain less than 1/4oz of explosive charge per the law, could one make them at home and not have to register them as DDs? 7g of explosive is a lot of boom. Would they be classified not as DDs but as AP bullets?

I think you would bi in for a world of Federal hurt if you try that.

If you want to shoot something out of a shotgun that explodes, I think you would be batter off getting some bird bombs and using those. Way safer and mostly legal, but check in your area.
