I haven't been able to find any information on Concealed Carry laws around the world (outside of the US).

I'm assuming that only the US and Israel allow citizens (other then LEO or Military) to CCW under any circumstances but I don't have any data to confirm this.

Anyone have any information on this?

I remember reading about the Phillipines revoking all their CCW licenses awhile back, and then (I think) reinstating them after a general uproar. Not sure if their CCW is shall-issue, or just may-issue though.

This page also has a cite that says Estonia and Lithuania have shall-issue CCW.

Zundfolge, I don't have any data either, but my guess is very different from yours.

I would actually guess that most (if not all) countries in the world allow some citizens to carry under some circumstances.

The difference is in how difficult it is to obtain a permit to do so.

I may be wrong, but don't most Israeli "civilians" who carry guns actually do so in the capacity of being reserve military? And that the guns in question belong to the .gov, not the citizen? I believe we have a resident Israeli gun nut who can answer this.

In South Africa, each gun you own is licensed (and you're only allowed one handgun for self-defence): but a license to possess is also a permit to carry. As long as it's concealed, you can carry it almost anywhere.

My assumption is that most countries have some mechanism through which the elites enable themselves to be lawfully armed, but I don't consider that to be "general carry for the people".

Preacherman's point about SA licenses for posession = license to carry strikes me as somehow....consistent. I AM NOT ARGUING for the validity of armament licensure, it offends me deeply.

In America, the respect for our RKBA often comes down to the lowest common denominator. That RKBA exists only as a nominal technicality in some jurisdictions is a point I've made in the past, but I've never explored the LCD angle before:

In America, just about the only place a People {unless disqualified by A,B,C,D,E} can be 100% assured of the right to be armed {with X,Y,Z approved armaments} is in their {own} home {DC residents are restricted to a single room}.

If one was determined to only go to places were all their Constitutionally enumerated rights are completely and fully in force, one would effectively place oneself under house (or room) arrest.
