Ok, I am looking for the answer to what would be the first state, even with limited circumstances:uhoh: , to have a CCW system. From the NRA I learned Before 1987, there were 10 RTC states. Indiana, Maine, New Hampshire, North Dakota, South Dakota and Washington had “shall issue” permit laws. Alabama and Connecticut had fairly-administered discretionary-issue systems. Florida we known was also pretty well known in 1987 to be shall issue.
My uncle in CT was able to get a ccw in late early 70's because he had to drop off money to the bank for his business way before these other states9so I'm guessing it was because he had "good reason"?. It's just interesting because I found it hard to get any info on how we first went about passing ccw laws in this country to begin with, and what states earliest did so. any ideas?

Mississippi's Black Code of 1866 required freedmen to have a permit from the sheriff to carry a weapon of any kind.
 
I grew up in CT in the 70's & 80's. Although the law's always been structured as "may issue", CT's pretty much been de facto "shall issue" for as long as I can remember.
 
I got my first CCW

in CT in 1968 or 69. City permit first (somewhat discretionary) followed by state.

Washington passed shall issue in 1961. Prior to that, going back to the 30s, it was discretionary.

I believe Indiana was one of the first, if not THE first, to adopt a shall issue system, back in the 1930s.

Back in the 20s and 30s, many states adopted "model pistol and revolver acts," intended to control the proliferation of handguns. That's generally when discretionary issue CCWs first came into play.

NFA 1934 was originally intended to control handguns as well, but eventually passed as a tax law only regulating access to automatic weapons, short-barreled long guns, and a few other categories. The $200 transfer tax was far beyond the means of most Depression-era workers (but not the elite who hired their security anyway). Sound familiar?
