Cetme?

I saw a rifle labeled as a CETME at the LGS today, and had never seen one in-person before. What's up with the charging handle so far forward?

That's just where they decided to put it.

Cocking lever is so far forward because it levers against the bolt carrier at that point. The levering action is needed because of the force required to unlock the bolt. Roller-delay blowback action is a bit different than a cam-locking action.
