What does this line mean in this story?
I have never heard of such a law? Is this new? The article is basically about some miscreants who were arrested in St. Paul last week. But this charge is new to me and appears to be very ominous for several reasons.
1) There is no such thing as a national firearms registry as far as I know
2) Does that mean any firearm which one has bought used, locally, and is not "registered" to oneself, makes you a criminal who could be jailed for 10 years by the Feds?
Please expound if you know more about this.

The men are charged with possessing firearms that were not registered to them in the national firearms registry. The charge is punishable by up to 10 years in prison.
