Cheap secondary press

I use the Lee Bulge Buster on .40 and can say that the smallest Lee press is too small for that job. The aluminum O-type press works well.

I do have the little Lee press, but I use it only on 9mm, if any of the rounds need to be run through the FCD (failed gauging after run on the Pro1000 three station). FWIW it's almost easier to run them all and skip the gauging .

I have more blue on and under the bench and out in the shop than anything else but none were "under $100). The closest are two SD's that ran $130 around 30 years ago and they wouldn't do what the OP wants anyway.

And if any of them were blue single stages, you'd be screaming "Buy Blue". Is it some kind of cult; like those Heaven's Gate bozos that were waiting for the mother ship behind the comet? Or is the mother ship in Scottsdale? Of course it is!
