i have a intrestd party in the sale of a mossberg 500 12ga we have agreed to remove both pistol grips and put a normal stock on is this legal?
 
Why is "Chicago" in the thread title? Is the buyer a resident of the city? I'm not sure what you are asking.
As far as selling a shotgun in Illinois, it doesn't matter what kind of stock is on the gun, as long as it is 26" min overall with an 18" min barrel.
 
chicago has there own dumb laws but thank you clearing it up for me i thought pistol grips and stockless shotguns were outlawed in chicago
 
You live in Naperville? You can sell a Chicago resident any firearm you legally own there. Period. It's up to them to know and follow the Chicago municipal laws.

But just to make you feel better, I don't think they have any laws regulating pump shotguns as long as the owner registers the firearm before bringing it into the city.

Again, as long as you follow the law with your sale (fill out forms per FOID act), then it's up to the seller to follow the law after the sale.
